On the morning of June 4, Maoming City, Guangdong Province, held the second talent event week activity and investment promotion conference for key projects. At the opening ceremony, Maoming Municipal Government, Kunlun Energy Co., Ltd., GCL Oil and Gas Co., Ltd. and Maoming Port Group Co., Ltd. signed a cooperation framework agreement to jointly invest in the construction of the Guangdong West LNG receiving terminal project. Since the establishment of GCL Natural Gas Group, after Yantai and Rudong LNG receiving terminal investment cooperation, this is another investment cooperation on receiving terminals. It is expected to be created as a benchmark project for private and state-owned enterprises mixed ownership cooperation. The signing ceremony was attended by Xu Zhixuan, party secretary of Maoming City and chairman of the Standing Committee of the Municipal People’s Congress, Zheng Qingshun, deputy secretary and vice chairman of the Party Group of the Guangdong Provincial Science and Technology Association, Deputy Secretary of the Maoming Municipal Committee, Mayor Yuan Gujie, Deputy Mayor, Li Domin, Secretary of the Party and Industry Committee of the High-tech Zone, and other municipal government leaders, Ling Xiao, Vice President of PetroChina Co., Ltd. and Chairman of Kunlun Energy, Li Wei, Member of the Party Committee and Deputy General Manager of CNPC Sales Branch, Chen Zhenghui, Secretary of the Party Committee and General Manager of Natural Gas Sales Southern Branch, and relevant leaders of Kunlun Energy, GCL Natural Gas Group CEO Zhou Gan, executive president Wang Wei, vice president Wang Jianwen and the head of GCL LNG (Maoming) company. Maoming City is located in the hub of three strategic planning spots including Guangdong, Hong Kong and Macao Bay Area, Northern Bay Economic Zone and Hainan Free Trade Port. Many companies has offices and business here like Sinopec, PetroChina, DeGo BASF, French Air Liquide, Donghua Energy, Luhua Chemical, OXIRAN and other well-known enterprises at home and abroad. A number of internationally competitive high-end petrochemical industry is formed here. The Guangdong-West LNG Receiving Terminal project is located in the Newport District of Maoming Bohe, with a planned Phase 1 construction scale of 3 mtpa LNG processing terminal, one jetty for harboring 3- 266,000 m3 LNG vessels, two 200,000 m3 LNG storage tanks with equipped process equipment and auxiliary utilities. A space is reserved for six 200,000 m3 storage tanks and 1 pier. The first phase of the project has a total tank capacity of 400,000 square meters, an annual loading capacity of 800,000 tons, and a maximum daily gasification capacity of 16.8 million square meters. The signing of this cooperation agreement has created a precedent for the cooperation between Maoming state-owned enterprises and large central-owned enterprises and private enterprises in developing port related industry, and opened the chapter of the construction of green chemical industry in Bohe Newport District. All parties will work together to accelerate the construction of projects, promote Maoming transition from the traditional single petrochemical city to a strong modern green chemical and hydrogen industry, help Maoming have a high-quality development, optimize and upgrade energy consumption structure in western Guangdong, and bring clean energy to the people of Guangdong and western Guangdong.
